I think the Thai milk skimming was to do with upping the profits and wrongly guessing nobody would raise a stink, if the children suffered then...well that's life. I vaguely remember back when I was in primary school in Malaysia, the malaysian government also launched a milk for school campaign. It was in conjunction with either Nestlé or Dutch Lady (then Baby) or both, so the "abuse" you write about here was kept to a minimumn, I think. But... many kids in the kampungs (villages) who had never had milk before, would get sick! The milk wasn't "bad"; it was what I call fake milk anyway, the powdered/reconstituted UHT stuff.. it was just that the constitutions of the young kids couldn't handle milk!!
